Course objectives

Based on the most recent research, the course will update the participants’ knowledge on the causes, risk factors and consequences of bullying at work. The course will also discuss the strategies for the prevention and management of bullying and harassment at work. Special focus will be on the prevention and management of bullying at work, investigation of cases, as well as on treatment of targets of bullying.

The course will also give the participants a forum and an opportunity to explore and discuss the issue with people who work in different roles for the prevention and management of bullying and harassment.

Subject background

Bullying and harassment at work is widely recognized as a serious safety and health problem in working life. As a result of over three decades of research, a substantial body of knowledge exists about bullying, related to both organizational factors and the features of work that promote bullying, as well as the potential effects of bullying and harassment on the health and well-being of the targets. Bullying is not a problem only to the targets but to the whole work community. Economic costs to organizations and to the society can be considerable.

During the past years, we have increased our experience in preventing bullying at the workplaces, practical measures to help and support the targets of bullying, as well as knowledge and experience in investigating and handling bullying cases successfully.

In 2007, the social partners in Europe, represented by various employer associations (e.g. Business Europe) and the European Trade Union Confederation (ETUC) signed a framework agreement on the prevention of violence and harassment at work. The agreement ensures the right of employees to file complaints against alleged perpetrators with the aim of having their case heard by means of an impartial investigation and, given the outcome, the appropriate actions taken. Knowledge and tools to respond to these challenges are needed in organizations and among social partners, experts and practitioners supporting organizations to prevent and manage bullying problems.
