Finnish Presidency in the Nordic Council of Ministers: Conference on Preventing labour exploitation and promoting fair work

9th of September 2025
Scandic Grand Marina, Helsinki, Finland

Labour exploitation and unfair practices threaten workers’ rights and distort competition in the Nordic and Baltic labour markets. This conference brings together key actors to strengthen cooperation, share solutions, and promote fair and inclusive work across borders.

Invitation Only

United against labour exploitation in the Nordic-Baltic region

The Nordic and Baltic countries are closely connected through their labour markets, which brings shared challenges in addressing undeclared work and labour exploitation. These issues threaten workers’ rights and fair competition, calling for coordinated efforts across borders.

This conference, organised under the Finnish Presidency of the Nordic Council of Ministers, brings together policymakers, researchers, trade unions, employer representatives, and other key stakeholders to exchange knowledge, share good practices, and strengthen collaboration.

Preventing labour exploitation requires a comprehensive, human-centred approach. As labour markets diversify and evolve, it becomes essential to develop coordinated policies, joint enforcement strategies, and strong partnerships between authorities and social partners. The conference highlights Finland’s focus on preventing labour exploitation through inclusive cooperation, evidence-based policymaking, and concrete actions that deliver results on the ground. By fostering dialogue and cooperation, the event supports fairer, more sustainable labour markets across the Nordic-Baltic region.

Finlands presidency and Nordic Co-operation

Finland assumed its one-year Presidency of the Nordic Council of Ministers on 1 January 2025. The main task of the Finnish Presidency will be to advance Our Vision 2030, adopted by the Nordic Prime Ministers, according to which the Nordic region will be the most sustainable and integrated region in the world by 2030. The Vision’s focal points are a green Nordic region, a competitive Nordic region and a socially sustainable Nordic region. In the course of 2025, Finland will together with the Secretariat of the Nordic Council of Ministers organise many Nordic ministerial meetings and several other meetings at senior official level.

Nordic co-operation is one of the world´s most extensive forms of regional collaboration, involving Denmark, Finland, Iceland, Norway, Sweden the Faroe Islands, Greenland and Åland.
